FACILITY:       Gloucester Institute of Technology is a 16 lane, 25 yard pool with Colorado Timing Systems, non-turbulent lane lines and a bulkhead dividing two 8 lane, 25 yard courses

WARM-UP PROCEDURE:

 

There will be three 25 minute warm-up sessions for the morning and afternoon sessions with teams assigned lanes depending on age groups and team entries.  The warm-up session will begin promptly at 6:45 a.m. and 12:00 p.m.  The warm-up procedure and lane assignments will be sent on or about Wednesday, February 9, to the Head Coach who received this information packet.

The Meet Committee reserves the right to adjust warm-up times and start times after all entries are received and session time estimates are computed by Meet Manager.

OFFICIALS MEETING:  7:15 a.m. and 12:15 p.m.

 

APPLICABLE RULES: 

2005 NCAA Men’s and Women’s Swimming & Diving Rules and the Rules governing Competitive Physical Activities in the YMCA and all supplements thereto.

 

Each competitor must fulfill the following conditions:

ELIGIBILITY:

 

1.   The swimmer must have been a member of his/her YMCA in good standing for at least 90 days prior to the date of the championship and entitled to full privilege membership activities.

 

2.   The swimmer must be an amateur and must not have represented another YMCA or another swimming organization (high schools excepted) in open or closed competition since September 1, 2003.  College students are ineligible.

 

3.   The swimmer must have represented his/her YMCA in closed competition on at least three occasions on separate days during the four (4) month period prior to Wednesday, February 9, 2005.

 

4.   Entry in the New Jersey YMCA Silver State Championship Meet will be based on qualifying times exclusively and must be certified in either Open, League, Dual or High School Meet competition.  (Note 2004-2005 rules which define a YMCA Interassociation Swim Meet.)

 

5.   Participation is determined by the swimmer’s age as of December 1, 2004.  A swimmer may participate in one age group only.  (A 19 year old swimmer who is still in high school may compete in the 15/18 age group.)

 

6.   Swimmers with 4 or more qualifying times for NJ Y State Championships are NOT ELIGIBLE to compete at NJ Y Silver Championships.

 

7.   Swimmers will be restricted to entering three age group events each day of the Championship, with a maximum of two of which may be individual events.  Other than entry qualifying times, there are no restrictions on the number of entries per team in individual events.

 

8.   Each YMCA Association may enter one relay team only in each relay event.  Coaches should make every effort to identify the most likely swimmers and enter those swimmers names in the relay events.  Coaches will be allowed to change the names of the swimmers in the Relays before 8 AM (am Sessions); 1 PM (PM Sessions) and within 15 minutes of the completion of Events 13 & 14 (Saturday AM); Events 37 & 38 (Saturday PM); Events 65 & 66 (Sunday AM); and Events 89 & 90 (Sunday PM) by bringing their changes to the computer table of the pool where the relay team will swim.

 

The Competitive Coordinator and/or the Meet Committee may challenge entry times and/or may ask for verification of any seed time.  ALL SEED TIMES MUST BE PROVABLE.  Swimmers or coaches who cannot produce verification will have their swimmers reassigned to the heat and lane their proof permits or scratched from the meet if no proof exists.

 

9.   The 2004 edition of “A Manual on Principles and Rules Governing Competitive Physical Activities in the YMCA” and the 2003 Edition of the Revised Swimming and Diving Supplement prepared by the East Field South Competitive Committee will be used to measure eligibility.

 

10.  It shall be the responsibility of the coach and Executive Director of each YMCA to assure that their swimmers meet these eligibility requirements.

 

11.  The Silver Championship Meet Committee will be composed of the Meet Referee (Head Official), Meet Director, North District Competitive Coordinator and the North Jersey YMCA Swim League and South Jersey YMCA Swim League Executive League Coordinators.

 

 

A Silver State Championship representative will be in attendance at the NJ YMCA Bronze Championships on February 12, 2004.  Any competitor, or his/her coach or parent, achieving a Silver State Championship qualifying time must appear at the Silver State Championship table and register for the Silver Championships.  ENTRY FEE:  PAYMENT MUST BE MADE AT THE TIME OF REGISTRATION OR BEFORE THE BRONZE CHAMPIONSHIP CONCLUDES.  Failure to pay the appropriate entry fee will cause the swimmer entry to not be registered.

 

SEEDING:

 

In accordance with YMCA rules and principles, and for the benefit of both the swimmers and the spectators, the Meet has been heat seeded.  The program will be official unless, after scratches, heat adjustments are approved by the Meet Committee.

 

The host team and/or Meet Committee reserves the right to limit heats in individual events and/or change the pool if necessary for the best operation of the meet.

 

500 Free Seeding:

There will be a positive check in for the 500 Free Events on Sunday.  The program will appear in psyche sheet form.  Following check in by all teams, the event will be deck seeded and heat sheets will be posted.

 

ENTRY FEE:

$6.00 per individual event - $24.00 per relay team

COACH/SPECTATOR AREA:

     Gloucester Institute of Technology has a large amount of deck space for coaches and swimmers.  The spectator area, raised above the pool deck has a seating capacity limited to 500 persons which capacity is strictly enforced.  By Order of the Fire Marshall, coolers, folding chairs, and strollers are not permitted in the spectator area.  Spectators will not be allowed on deck.  Spectators and swimmers will not be allowed to save seats in the spectator area.  Host team volunteers will assist spectators with seating and will monitor the spectator area.  Spectators are requested and expected to cooperate with Fire Marshall regulations and volunteer requests.

 

DECK PASSES:

     Only those coaches displaying their East Field deck passes issued by Glenda Pae, V.P. of Y East Fields, will be allowed on deck.  Only swimmers, coaches with deck passes and meet officials and meet personnel will be allowed on deck.  Parents and Spectators must remain in the spectator seating area.  Parents may not act as assistant coaches.  There will be no exceptions allowed.

 

ADMISSION:

The pool will be open for spectator admission starting at 6:30 am.  Admission is $5.00 for adults (per session); children under 8, participants and officials free.  Upon entering the building, swimmers and officials should proceed through the hallway to the deck entrance (swimmers) and check-in/hospitality room (officials and coaches).  The hospitality room will be in the same location as in 2004.  Spectators will be directed to an admission desk. Coaches shall check in and receive their packet at the designated check-in area. Coaches must show their credentials from the East Field Competitive Committee in order to check in and receive their meet packets.

 

CONDUCT:

Coaches and their assistants will be held responsible for the conduct of their swimmers and parents during the Meet.  Any damages assessed to the Host Team by Gloucester Institute of Technology will be charged back to each participating team on a pro-rated basis.

 

PROGRAMS:

Programs for all Age Group Timed Finals are $5.00.  Each program will contain two sessions each.

 

SCORING:

     Point scoring of place values will be:

     Individual Events – 20,17,16,15,14,13,12,11,9,7,6,5,4,3,2,1

     Relays – 40,34,32,30,28,26,24,22,18,14,12,10,8,6,4,2

 

All timed final events shall be scored according to the finish times of all competitors in all heats.

 

AWARDS:

 

     All swimmers will be given a Y Silver State Championship participation lapel pin compliments of Somerset Hills YMCA.  Contact Jeff Moryan to arrange to pick up pins before meet, if possible.  Otherwise, pins will be distributed at the meet.

 

     Medals will be awarded in all age group events and relays for the first through eighth place.  Ribbons will be awarded in all age group events and relays for ninth through sixteenth places.  Age group plaques will be award to first and second places.

 

     Coaches will pick up all team and individual awards at the end of the meet from the awards desk.  We recommend you inform your swimmers and parents of this procedure.

 

REFRESHMENTS & TEE SHIRTS:

 

     Food, drink and event Tee Shirts will be available.  Metro Swim Shop will be the vendor for swimming related purchases.

 

INCLEMENT WEATHER:

 

     In case of severe weather conditions or other emergency situations, which force cancellation of any portion of this meet – no refunds will be made on any entry fees.  Refunds on admission and program will be made only if emergency cancellation occurs prior to the start of a session.

 

     The Meet Committee will make all decisions concerning meet cancellation.  The decision of the Meet Committee is final.

 

SCRATCH PROCEDURE

     Timed Finals

 

     The Scratch Table will be located on the platform behind the starting blocks for Pool 2.

 

     There will be NO scratch meeting.  There will be a coaches meeting at 7:15 a.m. and 12:30 p.m.  No scratches will be accepted at the Coaches meeting.

 

     Before each session, each team must submit to the scratch table a scratch sheet.  Team/Session rosters will be provided in the Coaches Packet.  Scratches for Timed Final sessions must be noted and submitted NO LATER than 7:30 a.m. and 12:30 p.m. All entries not scratched will become official entries.  Any swimmer not scratched using this procedure who does not swim an event will be considered a “no show” and shall be disqualified from any remaining competition for that session.  If the missed event is the swimmer’s last event of a session, the swimmer shall be disqualified from competing in the swimmer’s first event of the following session and if the swimmer is 15-18 years old the swimmer shall also be disqualified from competing in the first relay conducted in the session following the “no show”.

    

 

OFFICIALS

 

Each participating team is required to submit the name of at least one currently certified Level II Official per session to the Meet Referee, Ed Miller, (caefmilleriii@msn.com).  Swimming Officials will be selected from among the parents and associates of participating swimmers’ YMCAs.  Current YMCA certification is requested for all officials.  The standard white uniform must be worn by all officials.  Those Level II Officials selected will be contacted directly prior to the Championship.  There will be no admission charge for officials who will be working the entire session of the meet.  A hospitality room will be available to coaches and officials throughout the meet.  Officials will be provided with a championship official’s shirt.  The host club can guaranty only those officials registering with Ed Miller will receive shirts.

TIMER REQUIREMENTS:

Each participating team will be responsible for fulfilling their assignments, based on their number of entries.  Please submit names of timers who have committed to time for an entire session.  A follow-up letter containing warm-up procedures and lane timing assignments will be sent to the coach upon receipt of entry. 

There will be no admission charge for any timers who volunteer to time the entire session and whose names are listed below.  We regret that we will be unable to waive the admission charge for those team’s timers who choose to rotate their timing assignment throughout the session.

Exit at Route 47 Delsea Drive North – Woodbury/Westville Exit 56B.  At the traffic light turn left onto Bankbridge Road.  At the next light turn left onto Tanyard Rd.  The G.C.I.T. entrance is on the left at the bottom of the hill.

 

FROM NORTH JERSEY:  (Via Interstate 295)

Take Interstate 295 South to Route 42 South and stay in right lane.  Take Route 55 South to Exit 56B (Route 47 North Woodbury/Westville).  At the traffic light turn left onto Bankbridge Road. At the next light turn left onto Tanyard Rd.  The G.C.I.T. entrance is on the left at the bottom of the hill.

 

FROM DELAWARE MEMORIAL BRIDGE:

Take Interstate 295 North.  Take exit 21 onto Delaware Street and continue through Woodbury.  Turn right at second traffic light onto Evergreen Ave.  Travel one block and turn left at next light onto Egg Harbor Rd.  Proceed about two miles through next traffic light.  The G.C.I.T. entrance is on the left at the bottom of the hill.

 

FROM WALT WHITMAN BRIDGE:

Cross the Walt Whitman Bridge and take 295 South.  Follow the directions from North Jersey.

 

FROM COMMODORE BARRY BRIDGE:

Take U.S. Route 130 North to Interstate 295 North.  Follow the directions from Delaware Memorial Bridge.

YMCA STATE SILVER MEET

 

IMPORTANT PARENT INFORMATION

 

DUE TO GCIT AND FIRE MARSHALL REGULATIONS THERE ARE SIGNIFICANT THERE ARE SIGNIFICANT CHANGES IN ARRIVAL/ADMISSION PROCEDURES.

 

·             Spectator seating will be limited to 500 persons.  The Fire Marshall will count spectators.  The Meet Committee recommends that no more than one parent accompany each swimmer to the meet.   The Meet Committee recommends car pooling where possible.

·             So that all parents of swimmers have the opportunity to watch their children swim, please observe only those events in which your child(ren) is competing.  There will be seating in the vending area.  GCIT is making efforts to show the swimming events/scoreboard on closed circuit TV in the vending area so spectators can move into and from the pool balcony when their swimmers are competing.    This will allow us to maximize the number of spectators who can observe their children during their swims. 

·             Cooperation from everyone will be needed so that Y State Silvers can remain a positive experience for all swimmers and parents.  Remember, this is a YMCA sponsored championship.
